Removing cavity wall insulation.

My brother is looking for a house, seen one in budget, needs a bit of work. it has signs of damp and I said has it got cavity insulation, and he didn't know. He has had damp people out to asses the damp, and they reported back that the cause is indeed cavity insulation, put in probably mid 80's . They didn't go into any further detail, so I'm asking if anyone has had any experience of removing it, I don't know what type, but any pointers regarding cost and effectiveness of removing any sort would be helpful. The house is a typical 3 bed 1940's/50' council built house, so probably well built apart from later cock ups, just wants to know if it is viable ( knock some money off, how much though?) or should he move on and look for another place.
