Removing toilet cistern

Hello all. I need to remove my cistern in order to get to the syphon (which needs replacing). The wing nuts bolting the cistern to the pan are completely rusted and after trying everything else, I have decided to use a hacksaw.

However, I am unsure of where the bolts originate from. If I look inside the cistern, I can't see the bolts so I assume they are attached to the outside of the cistern. Is this correct and if so, how will I attach new ones?

The bolts are often anchored in a plate clamped to the bottom of the cistern by the nut securing the flush valve.

Replace the bolts and nuts with stainless steel ones, and there's less chance of them corroding.
