What's the magic word?
A fire blanket is one of those things you see on the walls in commercial kitchens. Might be OK for a chip-pan fire, but wouldn't do much to stop fire spread between houses. 
If you are installing some fire precaution required by the BCO, you must make absolutely sure you install what he means, and not what some anonymous person on the internet thinks he means.

By 'blanket' I assume he means 'fire compartmentation' between dwellings, requried by the building regulations part B.
Look into this, and get some proper advice.
