Renovating garden

Hi,

I'm looking to get my garden re-done as it has been damaged quite a bit with the extension work. I want to get lawn / grass in the centre and then some rendered raised flowerbeds on the sides.

Not too sure where to start - I would have thought i need to start by digging up and getting rid of maybe the top 4 inch of existing soil and removing all the rubble? then get some topsoil in and use that to level out?

Which way should i slope the garden? generally i see people seems to say to slope away from teh house, but at the back we have a brick out-house so not sure if additional step is required?

attached picture shows the current state of the garden.

grateful for any advice as i've not really done much in the garden before.
