Repair quarry tiles laid on earth

I have quarry tiles laid on earth in the dining room of our house which I am currently doing up. I have read a lot about quarry tiles and whilst many suggest taking them all up and digging down to put a DPM down before resetting, I have found other opinions that it is best to leave the tiles on the earth as intended as it allows them to breathe. Currently there is no damp or moisture coming through and I would rather leave them as they are, however, in a couple of places concrete has been crudely poured over the top, or in place of where a few tiles may be missing. I have some reclaimed tiles and want to dig up the concrete and put down the reclaimed tiles, however, what would I use to get the tiles up to the same level as the ones originally there, laid on earth? And do I simply place them onto the earth and use just grouting between them?
