Repairing a mannequin

Hi, I need to repair a mannequin

Side that needs repair:

I don't have the missing plate so I will adapt two sheets of tinplate and drill a hole so the arm can hook. Also, I will not make it round but with a little "wing" or edge that can be covered with mastic or something like in the picture, so the plate is glued from both sides. For the interior side I don't know what kind of glue would be better.

The structure must support the arm which weights 2 kilograms (4.4 pounds).

Some questions:
  1. ¿What is the reddish thing the mannequin is made of?
  2. ¿How would you fix the homemade plate to the mannequin?
  3. ¿What glue would you use?
  4. ¿Do you think putting some mastic in the exterior side as explained would help keep the plate in its position (in addition to gluing it inside)?
  5. ¿Would you proceed differently?, if so ¿how?

I think I'd go with a fibreglass kit and be prepared for lots of sanding down, easier if you have an electric sander.
