Repairing a precast flu

Decorating the lounge at the moment.
First time we've decorated this room since we moved in.

Previous owners of the house must have had something hanging over the fireplace because they had 2 fairly heavy duty wall plugs in the middle of the wall above the (gas) fire.

When we moved in we simply covered the wall plugs with a big mirror.
The difference is, our mirror was hung by a mount on each side of the frame.

Now I've come decorate one of the things we're doing is replacing the fire surround which has given me an appreciation for how important it is to have a good seal around the flu.

Can you guess where this is going yet?

Yup, having removed the wall plugs the previous owners had used to fill the wall before painting I was a little concerned at the size of them.

Sticking a screw driver in the holes where the wall plugs used to be and shining a torch up the flu I can clearly see my screw driver.

I'm guessing it's not enough to simply fill the holes in the plasterboard (which is dot/dabbed to the block work)?

Is it good enough to cut a piece of plasterboard out and fill the holes in the block work before patching the plasterboard?

What can I fill it with? All purpose filler or do I need mortar or something?
