Repairing peeling painted anaglypta above rad

The paper has peeled and curled for about 1 ft above rad. The paper looks pretty set in curled position ie hard and bone dry !! Is there any way of sticking back down (without it curling back up) or should I remove 2 strips ( or splice in a couple of portions). Thanks.

First - Wet it with soapy water and let it soak, lift it up and paste it, then see if it will stick back. Failing that you will have to piece it up.
Tip:: Dont hang washing over your radiator, it acts as a steam stripper.

I agree with growler, soak the bit thats curled up, and if the paste wont stick it back, try using PVA instead on the bit that wants sticking.
