Replacement of downlights & switches in bathroom and living areas - requires minor work certificate?

Hi,

I am having downlights replaced in the bathroom (directly above bathtub) and living areas, including the switches that control the lights. I have asked for minor work certificate for the work, but the electrician says certificate is not required because it's not alteration. Is this correct?

If you want one I'm sure you could get one, it'd obviously cost you though. If it's just replacement (no moving of accessories) I'd say he's right.

Last company I worked for we did minor works for every job no matter how small no exceptions.

As this job is minor you should get a minor works certificate.

Minor works certificates and installation certificates are not a legal requirement, as BS 7671 is also not legally binding, but can be used in a court of law.

But where required the completion, or compliance certificate is legally required. There was in the official guide to Part P to say how any certificate raised to show the installation complies does NOT need passing to the owner.

To my mind I would always issue a certificate to show what condition it was in when I left. It is what is not entered which is more important.

Like for like does not come up. But that is basic what one is looking at, it's a bathroom so any more than change a bulb should be inspected tested and results recorded.
 
Well as we all know the regs are easily misinterpreted. My interpretation is that changing light fittings does not require a minor works cert.
Which is wrong. Customer asks for certificate , the the person doing the work should provide one

AND the bathroom is definitely an area which should be tested
Before you all jump on me, I did mention in my first reply that he should be able to get one if he so wished. Most bathroom lights are out of zones and take no more consideration than any other light as per the regs.
