Replacement windows, should installer fit cavity closers as standard?

Hi all,

We're thinking to replace1980's DG 50mm alu windows in 1960s house with 70mm uPVC, should installer fit cavity closers as part of the process whether there are closers already there or not? House was likely not built with closers but could have been retrofitted when windows were done in 80's? Cavity wall is insulated.

I've never seen them fitted even on the YouTube videos showing how to close off and plaster
 
Interesting, do you think they just think that the overlap of the window frame and whatever decorative finish they add is sufficient?
 
I've never know ANY fitter or company to install cavity closers retrospectively during replacement windows, new build is different to already existing
