Replacing a garage roof

Hi all , hope someone is able to help a newbie with a few questions.

I need to replace a leaking flat garage roof, and am unsure whether to go with a flat or pitched roof.

The garage is a detached, single skin brick-built structure, measuring approximately 3m by 7m, with a small outdoor toilet block (about 1m wide and 2m long) at the front, on the side.

The garage currently has a flat roof, with metal corrugated sheets on top of (old and rotten in places) tongue and groove planks, running crossways, with two joists (3"x2") running lengthways(!). It has two large beams running crossways (3"x9"), 2" below the current roof level, but it does not appear that the joists are fully resting on the crossbeams.

I would prefer to go with a shallow-pitched roof (I would probably cover with felt) and am happy to complete the job myself (with a little help from my friends ,i.e. my Dad!), but:

a) Is it achievable by a novice (me) and a part-competent old-timer (my dad!), or should we temper our ambitions and stick to a flat roof?

b) Is it considerably more expensive for a pitched roof?

c) Will we need planning permission? Really?!

d) Where can I get plans and guidance from? Are there any good websites anyone would recommend? I don't mind paying for good advice or plagiarising someone's else hard work!

P.S. I'm a teacher, so have got about 4 weeks to do this before the rain comes in.....whoops, too late....!
