Replacing junction box with crimped joint

When replacing my old cooker hood the fitter (not an electrician) removed the junction box connecting the hood cable to the mains replacing it with a crimped joint which he tucked into hole in wall where JB was and fitted hood unit over it.

The connectors used were small black sleeves fitted over the joined wires. I did'nt see any heat shrink.

I am concerned that it is not safe as the joint will be close to or touching the metal unit. Advice on safety please and also is this notifiable. He did not test anything.

I would think that it would short out and trip the RCD (if fitted).

See what the electricians think though.
 
The electricians seem to prefer a crimped joint over a junction box...
