Replacing Old vinyl flooring

I'm about to start a project to replace flooring in dining room
House is circa 90 years old.
Underneath the wooden flooring is a thin underlay, underneath this are vinyl floor tiles, below the tiles is about 10mm of what looks like red clay. This is damp and below this is the concrete floor. Walls are damp so think moisture is coming up from concrete floor and being trapped between the vinyl. Have had flooring asbestos checked and no asbestos identified. Need to understand what to do next. Expose all the flooring back to concrete and let it dry out?
