Replacing wood floor and underfloor heating portugal

I am in the process of buying a house in Portugal.
The rooms currently have a wood floor and cellar below span 3 metres in all rooms.
The wood floor has wood worm and needs replacing. I am aiming to install underfloor heating
at the same time I replace the floors with tiles as the finish.
1. Should I replace the wood floor with a beam and block floor?
If I do would I then need to put concrete over the beam and blocks followed by insulation and then
a screed with the pipe loops. Or can I just go straight to insulation and screed?
2. Should I replace the wood floor with another wood floor. What would be my options then
could I insulated and screed. Or use something else for the underfloor heating?
Advice please.
Or are there other options?
