Repressurising Megaflow Boiler

Sorry if I'm being really stupid, but when repressurising a megaflow system, should the heating and hot water be turned on or off? Our installation engineer left us instructions but failed to mention the obvious and we have no knowledge of plumbing whatsoever! The overflow pipe is dripping and pressure is below 1.
