Resin bound driveway

Ive started my driveway, ive laid new set edgings and 8 rows of blocks at the top and bottom and was going to resin the middle area 3x4m. There is an existing tarmac driveway under which is 40mm to the new edgings. Resin is normally laid at 15-18mm so should i lay the resin at 40mm or raise it approx 22mm with tarmac or concrete then 18mm resin just not sure a thin layer of concrete or tarmac would be ok even tho there is 50mm of existing tarmac underneath, any ideas would be appreciated cheers
