im rebuilding part of a retaining wall that has collapsed. The wall is 2.5 metres high and is holding back a garden area from a road. what sort of width should i be starting the wall at the base for a wall of this height? Is there a rule of thumb like the base should be 1/4 of the height or something?

2.5m is a fair height - I would suggest getting an Engineer to have a look as there are more ecconomical ways to built retaining walls at that height (cavity filled) than mass brick. Also, reason for collapse needs to be determined........

If it retains a road and the road is adopted by the highways athority then the chances are the retaining wall is also. Thus they have to fix it
Check your property deeds etc.
If not then get a Structural Engineer to do a design.

The wall is holding the garden off the highway so its the homeowners responsibility. The wall is built of gritstone between 6and 9 inches on the face with a 9inch bed. The reason for the collapse is although the face of the wall is well built, the back of the wall is dry, rubble built and has started to move. This has caused the back of the through stones to drop, levering the face stones above up and pushing the ones below out.
These through stones are very big, 30 inches in depth and weighing about 2cwt each. We have started to rebuild the wall the backing in 4 inch concrete blocks laid flat 18 inches deep tied to the face stones with stainless ties with a 6 inch cavity which is concrete filled giving the full wall thickness of 33 inches. Any voids that are there were the wall ties into the existing wall are also concrete filled. 4 weep holes have been formed with 4inch underground pipe. Thanks for the replies.
oh just to make the job a tad more difficult, the wall is curved

Do you know why the wall failed in the first place? If you are just rebuilding the wall it will fail again.
