retaining wall weep holes

Hi all

I've had a builder build a retaining wall double width.

I asked him to ensure it had weep holes with gravel backfill to let any water through.

So he built what looks a decent wall. But he's put weep vents in the front skin of brick, the kind of weep vents you put in a cavity wall??

I called him about it and he says that its ok you can use them for this...?

I'm not even sure they go right through the wall, I suspect not.

Please can anyone advise, are these vents ok in this application to let water through.

Ideally the wall should be piped behind and suitably backfilled and no holes through the wall.
Unless its convenient to access a storm water gulley.

Not possible, I did stick a piece of wire in and it didn't seem to go all the way through
