Have you asked your solicitor?
It should be contained within your deeds. I know that there is a clause in mine that anything from a garden shed to an extension needs the permission of the builders. Sounds a con but its there to stop people building out of keeping with the rest of the houses. Most people don't bother until its time to move! The charge is £40 for each application on mine,
