Rising main makes a hissing sound?

Well its not really hissing but a 'Shhhhh' kind of sound when the tank is filling back up in the loft or when you run a cold tap or the washing machine is filling up. It stops instantly with the last 2 but at night if one of the kids has a bath then noise is bloody anoying. The ball valve and float is new in the tank. We have very high water pressure in our village, could it be something to do with that?
Also forgot, the stop cock is half open due to the pressure.
In my uneducated mind I feel the need for a pressure reducing valve.

Any advice would appreciated.

When you say you have high pressure, How high exactly, you need to measure Standing, pressure (all Taps Shut) and work ing Pressure (Kitchen Cold tap open). if much more thatn 5-0Bar, a pressure Reducing Valve may help your situation, But, All rising Mains make the Hissing noise you describe
 
Half closing the stopcock will not reduce the static water pressure, it just limits the maximum flow through the valve. As you have found, they can make quite a racket doing it.

using the stopcock to limit the flow may erode the washer and it's seating so it won't shut off when you need it in an emergency.

I can't say a PRV would be any quieter than a half-closed stopcock, but at least it's designed to do the job.
 
The replacement ballvale you have (or had) fitted is probably a portsmouth pattern which can tend to be noisy and if you never heard the noise before it was changed, the old one would have had a silencer tube fitted (now illegal).
Change the valve to a diaphragm type as these are quieter.
If after that it is still noisy then look at a pressure reducing valve.

Thats all good advice, cheers guys.
Our water pressure is 5.8bar as we had it tested after the company stop cock was replaced.

The new ball valve is definatly non adjustable to by the looks of it its a portsmouth type. Ill get a diaphragm type and see what happens.

Get a Part 2 valve. ( diaphragm /brass body) and a PR valve too. it`ll halve the pressure and help the valves on your washing machine too ;)
