Rivet too big but too small - solution?

Hello

I an in the need to replace some hooks on a tools body, made from sheet steel, but the hooks I am using as a replacement is not flat, but square, so it needs to have depth to go through the hook and the sheet steel, all this is no problem, the rivet is the same size hole as the bracket, however the hole in the tool is much bigger and the rivet is not able to compress enough to even fill the hole not alone fasten the hooks to the tool.

The bracket doesn’t have enough width really to drill out a bigger hole for bigger ø rivets. Can someone give a solution to my problem please.
 
I don’t understand the question as written,
but pop rivet guns come either in different sizes, or have swappable “chucks” for different rivet diameters.
Rivets come in different depths, and washers allow the rivet face to be bigger
 
He wants to fit a 'hook' to a 'tool'.

The hole in the hook he wants to fit is the right size but the hole in the tool he wants to fit the hook to is so big that the rivet won't bite. He can't use a larger diameter rivet because of the limitations of the hook.
 
Sorry, I can’t get pictures of the holes in the tool, but I can say it’s twice the diameter of the holes in the hooks.

I am using 4.8mm by 22mm but the depth of the bracket just won’t flare the rivet enough. I shall use the washers to see if that will do what I need.
