RJ11 cable faulty - how to detect

A question out of curiosity:

During the recent thunderstorms, my router & RJ11 cable got damaged and stopped working - I've now got a new router ad all sorted.

However, the RJ11 cable was not working when I used it with a temporary router...
But, when I test the cable with a multi-meter I get a resistance of 0.03 Ohms which is that same as a working cable.

Does anyone have any theories on what is wrong with the cable?

The socket is working as it should.
I used a different router for a couple of days while I waited for the new one to arrive.

Before I swapped to the new router I tested the temp router with the old RJ11 cable and it wouldn't connect.
The plugs look fine.
