roof problem

hi could some please help me with a few questions.
i have a problem with the brick(concrete block) below my guttering.one of the blocks has moved and is causing my gutter to sag.it has been repaired before,just next to new fault by which looks like the block was removed and replaced with wood.
the questions i have are
(1) is this a job for a roofer.if not what tradesman do i need
(2) what is this part of the bulding called
(3) what is the cost involved
p.s the block is only about 1- 1 1/2 foot long
i have also atached a pic of the fault

That looks like a job for a builder rather than a roofer although I would think depending on the cause a certain amount of the eave will be disturbed during the repair and will need putting back, a good enough builder should be able to handle that though.

I'd call it an eave corbel (describe it as being instead of a fascia and soffit if they're not sure what you mean).
 
thanks for the info. i assumed it would be an easy job for a roofer.the block is only about foot long.is it not a case of just taking the block out and cementing it back in place?

would my buildings insurance cover this?
