Roofer quoting me £5,800 for these jobs (pics) Heathrow

Quote 1: From first Roofer, £5,800
Price includes: Replaceing main roof gutters with deeper gutters rather than fixing and cleaning (he says they are too small, but our neighbours both sides have same guttering as us) + new felt instead of fixing flashing (he said felt is bubbling up)

I will try to get quote breakdown but I already know he will get funny and tell me where to go. I believe he is likely attributing most of the cost to flat roof replacement felt, however, this does not include new ply and joists.

Quote 2: From second Roofer, £4,000
Price includes: £800 to hire scafolding to replace missing slates and clean and fix existing gutters, fix felt flashing.

It is hard to find roofer who would just agree to do spot fixes for less than half the price.

Quote 2 makes Quote 1 look like a bargain but both are confusingly high, I was expecting between £1,400 and £2,000 for what seems to be at most 1.5 days of spot fixes.

Main roof guttering is approximately 27m run. Semi-detached.
Canopy roof guttering is approximately 8m run.
Flat felt roof is approximately 11m2.

The following estimate seems reasonable to me, although I have not factored in scaffolding cost, I am not sure why roofers do not have scaffolding already:

Clean main roof guttering ~27m run and spot fix 2 leaks
£500.00​
Clean canopy guttering ~8m run
£100.00​
Add new downpipe from main roof to canopy ~3m run
£200.00​
Kitchen new felt roof ~11m2
£1,000.00​
Fix missing slates on main roof
£200.00​
Bathroom roof flashing repair ~6m run

I wouldn't touch the first quote even if half the price, he's quoting what is convenient to him, not what tne job is. The detail and cost of the second quote may seem high but its London, there is a big element of trust but the quote addresses the issues (assuming he went up and isn't just regurgitating what you told him the problem was).
