Rotting floor joist. Has my neighbours extention caused it?

House is a 1959 semi. Joist by the back patio door is rotting. The joist (and flooring) was fine 4 years ago. Neighbours built an extension and covered their floor with the new concrete style finish. There are no airbricks in their extension and the airbricks on my walls are clear. Is there a chance that their extension is causing the joist on my side to rot? I believe that they are shared joists however there is a good chance this one was cut. Do I request that the council building inspector comes out to survey the problem. Can I claim again Neighbours if their extension has caused this? I think it is a coincidence that the joist have been fine for 50 years and have only started to rot in the last 4 years. I know this because i had new flooring down at the same time their extension was built. Any insights would be appreciated.

Why not post pics of the outside - air bricks etc. and the interior showing the rotting joist & the area around it?

Anyway, i very much doubt you have got a leg to stand. Council probably will dismiss the idea. You would have prove 100% that their extension causes the rot too....
 
You'll likely spend more time and money pursuing the neighbour than just figuring out the cause of the moisture and replacing or sistering the joist

I agree. However, my concern is that if the cause of the problem is not addressed, I could be in the same situation x years from now. I'll keep you posted.....
