Rough Ceiling - Can i paint it ?

Hi All, i have just stripped a ceiling of paper and it has left me with a rough ceiling of a bit of paint and tile marks - I'm not great at DIY and don't relish the thought of papering. I also however have a tight budget so can't afford a plasterer.

Are there any paints i could use that are effective ? I have tried polysell ceiling paint but it hasn't even covered the hairline cracks it's supposed to!

i think you need to buy a few sheets of sandpaper and a pack of filler.
