rules for pressurised CH systems

I have a baxi solo2 50pf boiler and want to ad 2 more radiators.
I have checked that the requirements of energy required are within the output of the boiler.

1.
Am I lawfully allowed to do DIY work on a pressurised system, (the signs I have picked up so far is that I am not)?
I have in the past installed a CH system and feel confident that I am able to do the practical work, identify the correct flow/returns etc, but do not want to fall foul of any legislation.

2.
The system is in a flat and ideally I would like the boiler to be re-located on the floor below (a laundry room).
If this was to be the case would it be ok to do away with the seperate pressure vessel that the system has and use a conventional header tank located on the floor above?
I realise of course that the boiler work must be done by a CORGI!
