Runner on stairs

I have purchased runner an rods, but when taken old carpet off stairs ar in a state, could I fit the thinnest plywood to stairs to cover all, then go ahead with runner

Do I really need to tell you, I have asked the question in floors stairs and loft also asked the same question in woodwork and carpentry, incase my question fell into that category I was going to also add it general diy..
