Running cable under tiled floor?

Is it allowed to run cable under a tiled floor?if so what are the options on protecting the cable, A kitchen has a work unit in the center of the kitchen and a spur off the ring is needed in the unit to run a small fridge, other than running it down some sort of pole from the roof to the unit which the owners don't want. the floor is solid under the tiles, any1 encountered this problem and what have you done?

Its permissible. Run the cable in flexiconduit to protect it in the event that there is any movement.
