1. The right way to do it is to replace the bath. The only way you can rely on there not being a sudden catastrophic leak of a bath full of water.
2. If the metal of the bath (which is quite thin) has really rusted right through ALL you can do is replace.
3. If the steel actually has no holes in it, not even pin hole(s) you could try the following as a temporary measure:
3a. Remove waste.
3b. Wire brush off all loose rust. If any holes appear, replace the bath.
3c. Treat with a rust converter like Kurust (if it still exists as a make).
3d. Smooth out with car body filler and sand back flat. Make sure you have a clean hole for the waste with flay mating surfaces.
3e. Paint with bath enamel, Cramer or similar.
3f. Re-fit waste
