Rusty plaster edgings - how to treat?

We are about to decorate our small bedroom. However, around each side of the window, there is a small amount of rust that has "bled through" the old paintwork from the metal plaster edgings.

How do we treat this so that we can repaint?

That would imply that there is damp in plasterwork.
I would suggest that you check this out before decorating.
