Because the amount of salt in average sea water means the freezing point is about minus 2 degrees Centigrade. So sea water on the road could still freeze.

Adding salt to the snow makes a concentration much higher than sea water so the freezing point is further below zero degrees Centigrade.

And bulk salt is easier to transport than the equivalent amount in sea water.

Instead of ice? Hawhaw!

Look at road salt as being super concentrated seawater. Much less bulky,and much ieasier to store than real seawater. A single lorry load will spread so much further than a tankerload of seawater, then just add plain water in any form to activate.
 
I just thought that a bit of sea water from down the road, might be more usefull than 40,000 tonnes of salt on a boat 1000s of miles away

OK, what happened to the pellets of pig urine which were trialled a few years ago?
