I suppose it works on the principle that most thieves are a bit thick.

They have a life size cardboard cutout of a cop in the entrance of the local B&Q. Probably half the thieves are so daft they reckon he's a real cop, and the other half know he's not a real cop but reckon even a cardboard cutout has more chance of foiling their escape than the real thing if they nick something.
