Sandstone Sealant was rained on

The weather forecast was dry all day so I did a large area of the sanstone with sealant. Half an hour after I had finished the rains came and rained all day. This morning its all dry but the area I did looks like flaky skin. Should I just put more sealant on top or scrub it first?
