Sangamo time control clock

Hi all,

I have been out to have a look at my electricity meter and I was wondering if someone could clear up a few queries !!

My meter has a low reading and a normal reading,next to this there is a Sangamo time control switch,Now on the Sangamo clock it has a numbers like a clockface,half of them in red,Am I right in saying red is off peak,Anyway there is also a little pointer that has time written on it,I assume this should point to the correct time(It doesn't at present)

Also towards the top left handside of time switch there is another dial with the days of the week on it,Again I assume this should point to Tuesday(At present this point to Thursday

Would this make my Electricity in accurate as the time indicator is 5 hours out

Theoretically it should be pointing to the correct time (+/- an hour as it won't get updated for daylight saving). It's possible it's been disconnected, if a previous occupier didn't want to be on an economy 7 tarif - this had happened at a place I rented for a while, once it was discovered we contacted the supplier who reconnected the timeswitch (well, actually replaced it with a more modern radio controller one), and then after a months usage estimated what we should have paid for the previous bills....
