Sash window locks

Maybe I'm being stupid here but how does one open a sash window to fasten the small bolt in the outside frame. My top sash does not open and the bottom sash does not slide past the bottom of the upper sash. Any advise would be appreciated or an alternative sash lock

examine the top sash until you find out how it has been fixed to prevent it moving. Probably screwed or nailed shut. Might just be thick paint.

The cords and/or weights might be broken or missing.
