Hi, can anyone tell me if SBR can be used as a primer on a concrete floor before a start tiling it ?

Yes it can, depending on the SBR product you have, the application may vary.

As I said in my reply to your profile comment; if you need oen at all, use a proprietary tile primer rather than a straight SBR waterproofing agent as it could affect adhesion; not worth the risk.
