Sealing a floor Repair

Hi, I have a small area 12 x 12 inches in my hall at the bottom.of the stairs. The carpet keeps getting damp. I started a thread a while ago. I have attempted to repair the outside wall under the DPC and will have another go but I want to seal the floor as well.
Where there is a problem there are a couple of cracks and holes in the existing floor. It's an old house with what looks like hard vinyl tiles stuck on concrete.

Where the area is failing is next to an area where since the build the previous owner had gas pipes fitted, looks like they cut through the tiles into the floor about 4- 6 inches laid the pipe and filled in with mortar.

Can I mix up some sand and cement (only need a bean can full) or do I need to add some form of waterproofing agent?

First photo you can see the demarcation of the damp in the underlay, basically a triangle on the top right hand corer:

And in this picture below you can see the original tiles at the bottom of the pic and then an area of cement where gas pipes where installed.
You can see a blanked off gas supply on the right, the gas pipe travels (I think) from this to the left but branches off to the point where the cable goes under the stairs. This is another blanked off gas pipe that used to supply the kitchen. It is visible in the last picture, the white in the pics is silastic where I attempted to do a temporary repair previously.


Can I Just cement this missing rectangular area?
