Sealing bath/sink/shower wastes

Is it standard practice in the industry to apply a silicone bead or plumbers' mait between the fixture and the waste rubber washer?

Is it recommend by the manufacturers?

in theory the seals should do exactly that ,make a seal. In reality mostly they do not, especially basin wastes !! So bath ,silicone or pl/ mate between the mating surfaces top of bath and underneath. shower tray same as above on top, never had one leak underside. basin ,as for bath .Make sure you don't clog the slots in the overflow part of waste fitting.
