Sealing flue installed through an air brick

Hello,

My Gas Safety Certificate failed because the flue has been installed through an air brick and has not been sealed externally. I've attached a picture.
This has been the case for many years even before I owned the property, but nobody had challenged it until now.

My boiler is a Vaillant EcoTEC Pro 24.

I'd like to hire someone to carry out the required work. I don't live near the property at the moment, so sealing it myself isn't an option.
The difficulty is that flat is on 3rd floor, so the flue is about 10m above ground.

1.
What type of tradesman should I approach? A Gas engineer? I tried a few and nobody responded so far. Could a handyman do this as well?

2.
Would I have to organize a long ladder or cherrypicker or so, or would the tradesperson normally do that? Any idea what an economical solution could be? Or could this be done from inside the flat? I read that a rubber seal could be used and pushed through from inside in some cases.

3.
Will the air brick have to be entirely sealed to comply with regulations?

Clearly fitted by Bodgit & Scarper Ltd. Needs to be a Gas Safe Registered engineer to do the job as it'll need the flue removing, air brick taking out & bricking up, and a new flue installing. Up to you whether you want to provide suitable access yourself or leave it to your chosen tradesperson. It's not clear from your photo how high up it is but a lot of people won't want to do that off a ladder
 
Thanks Muggles, this makes sense.

Do you have a recommendation what would be an economical solution, that's better than a long ladder?
 
Rough but easier and a lot cheaper to do it from inside wont be hard to knock out the internal infill from original air brick and fill the external bit of air brick with mortar/cement mix from inside and then make good inside .
This could be done without damaging the existing flue

yep not the best of installs
but why would it need the existing flue removing and replaced , easy to take remnants of existing air brick out without damaging the flue and seal the opening no need to be tying bricks in at that height and especially on such a small opening
