Securing a rocking garden wall

I think i may know the answer to this question and it's probably obvious, but is there any way to secure a wall where one layer of bricks has separated from the layer below and therefore allows the wall to rock slightly without taking down the wall and rebuilding?

We're in the process of buying a new house and there is an adjoining wall between the potential new property and the neighbours. As described above, one course of bricks appears to not be bonded to the layer below on a section of the wall. Otherwise the wall appears to be sound and reasonably well built (!?!). If it was my wall i'd take it down and rebuild it, but the wall belongs to the neighbours and at this point i've no idea what they're like and how amenable they are going to be do doing the appropriate repair work.

Consequently, i'm interested if there is anything i can do from my side of the wall to secure it.

All advice appreciated.

About 6 foot high, one brick thick.
 
It seems to me that they have an obligation to make the wall safe.

I'm sure there is an obligation. However, i'm interested in what options might be available to secure the wall in the short to medium term.

I don't want to have to introduce myself to the neighbours by asking them to rebuild a wall on the day we move in.
 
I think a 5.5 feet wooden fence on your side might be the best option with all things considered.
