Securing toilet pan

What would be the best way to secure a toilet pan to ceramic floor tiles? the sub floor is concrete and where the previous pan was attached, the floor has become damaged and uneven so I dont fancy drilling and screwing it incase the fixing is not secure.

I was thinking of just tiling over the floor and then fixing the pan to the tiles with either a layer of silicon or sand and cement, is this recommended or is it best to just try and drill and screw it and hope for the best?

You could try bedding it on cement like we used to do in the old days onto solid floors, make sure you use concreteing cement and not masonary cement, of course it cant be used till the next day or if some fat arsse cant sit still then maybe a couple of days.
 
silicone (ordinary sanitary low modulus stuff) works too.
