Seeking planning permission for a property I don't own

For complicated reasons I wish to apply for planning permission to build two external staircases on a property I do not own. I believe that before applying for permission I need to serve notice on the freeholder of my intention.

Is there a particular format this notice must take and is there a template available anywhere?

You just have to fill out the normal planning forms and indicate on the Ownership parts who owns what.
