Semi detached cavity party wall

A few years ago the neighbour built an extension to the rear. were the entrance has been made between the house and the extension the cavity wall has not been finished properly and now we can hear the new owners conversations also electrical socket outlets were put in the wall and the electricians brke through the wall into the cavity and did not repair it. is this covered by the Party wall Act.
The reason being that we are being disturbed by the noise and when they close doors it makes us jump

party wall must have passed building regs to get completion cert !!!
