Sending messages in Linked-In

Can someone please tell me the difference between sending a message to a person from their profile page by clicking on the blue 'send a message' icon and sending an in-mail?

Does in mail cost you full membership?

Always have problems with link-in. Connection usually fails on pc and never works on app.
