Servis M3024/m washing machine only spins if 3/4 full

Hi, I have recently acquired this machine that seems to work fine apart from the Spin. It always drains ok, but it will only spin at the proper speed if it is fairly full of clothes (about 3/4 full). If it is fairly empty, the drum will turn over slowly and drain, but it just wont spin!!

Can anyone help please, I don't want to spend lots of money that i don't have on it! Thanks in advance
