Shed base, is this layout any good?

3mx4m shed onto blocks on the flat, floor is going to be 47x125 x4m C24 joists onto joist hangers on the 3m length.
Then stud walls and pitched roof.
The blocks are laid onto sand.
Blocks are three high on the RHS and two high on the LHS.

I thought of repeating the middle section at each end but is this required given joist hangers?

When fixing paper to the walls are battens required before the cladding with 47x75 stud and 50mm celotex?
There is a 25mm air gap between the paper and the celotex.
Or can the cladding go straight on top of the paper?
Is the floor go on first or after the walls?
The shed is for tool store and workshop type activities.
