Shingle roof (USA) Bow in Roof

This roof was replaced just four years ago. Many shingles are up-heaved and roof has an obvious bow on top and down by the spoutings. The inspector didn't mention much at all about this on inspection report. How big of a problem could this be?

Looks a poor job in terms of workmanship, but if it doesn't leak........?

(BTW, the sign on the door has a more unsavoury meaning here in the UK

) .

who is the inspector - a home inspector or a building inspector?
has anyone been into the roof and examined the roof framing?
