Did some plumbing work and before screwing down the floorboard, i wanted to know whether i should lag the pipe where it comes into contact with the joist?

Or is this not necessary?

If it is below the ground floor then it should be lagged. If it is between floors just wrap some hair felt around it where it passes through the notch to stop any squeaking.
