Should there be a retaining wall?

Hi,

has anyone got experience in holding back a drive (shingle/gravel on clay) which is 6" or so higher than a neigbouring drive? Would it be enough to attach barge boards onto an existing wooden panel fence set on the upper drive? The upper drive needs to take the load of the occasional delivery lorry as well as the usual household cars.
